Where North Central Releases Go

North Central Regional Jail and Correctional Facility is a WVDCR regional jail, not a jail run by the Pleasants County Sheriff. It serves Pleasants along with Doddridge, Harrison, Marion, Monongalia, Ritchie, Wirt, and Wood counties. A person arrested in Pleasants County may therefore be confined in Greenwood while the criminal case remains in Pleasants Magistrate or Circuit Court. The county tied to the case and the county holding the jail are not the same.

A North Central release can lead to the community on bond or recognizance, after dismissal, after time served, or under another court directive. It can also lead to another jail, a prison, or a different custodian. A defendant committed to WVDCR may leave the regional-jail side and appear at a state correctional institution without ever returning to the community. The movement record must be read with the destination and custody status.

Important: Leaving the active jail list does not prove community release. Transfer, data correction, or another custody event may explain the change.

Confirm a North Central Release

Start with the official WVDCR offender-search gateway. Its jail search and Daily Incarcerations paths identify current regional-jail custody. They are not historical release logs. If a Pleasants County name no longer appears, retain the offender number, booking details, and case number from any earlier result. Those identifiers reduce the risk of matching the wrong person.

1. Check the WVDCR jail branch for the last known North Central location and exact identity.
2. Search West Virginia VINELink and copy the status, reporting agency, event wording, and update time exactly.
3. Open the Pleasants Magistrate or Circuit Court case for a bond, dismissal, sentence, commitment, or transfer order.
4. Ask North Central or WVDCR for the release or movement transaction when the date, time, authority, reason, or destination must be confirmed.

A court order shows legal authority but may predate the gate exit. VINE supplies an agency-fed custody signal but may not state whether release followed bond, time served, or dismissal. North Central Active-Custody Limits

WVDCR’s public daily interface is built around people counted in custody. It does not supply a Pleasants County rolling 24-hour or 72-hour release archive. When a name drops out, the page does not reveal whether the cause was bond, dismissal, time served, a correction, transfer, escape, death, or another event. Its own disclaimer also warns that location, release date, status, and other details may not reflect the true current facts.

A matching OIS detail may include a name, offender number, physical descriptors, photograph, booking data, court information, charges, sentence facts, and a location or status indicator. Those fields help confirm identity and trace the case. They do not all appear on every public record, and none should be filled from guesswork. Save the exact field names and values shown at the time of access.

Use that official page to verify the custodian before calling or sending a request. A screenshot cannot establish a named person’s release, so the status must still be checked through WVDCR, VINE, court records, and the actual transaction.

North Central Records Contact

North Central holds the operational regional-jail record because WVDCR runs the facility. The Pleasants County Sheriff may hold an arrest report or transport record, and the court holds its orders, but neither local office should be asked to certify a state jail’s exact physical release if it did not create that record. Direct each request to the office that made and maintains it.

Ask for an existing record, not a new analysis. Useful names include the booking-and-release record, jail-management-system release screen, release authorization, and movement history. Include the full legal name, date of birth or offender number, Pleasants sentencing county, known case number, and a narrow date range. Ask for electronic copies when available.

North Central Pleasants Court Records

A Pleasants County court file can explain why North Central had authority to release or move a defendant. Magistrate Court handles misdemeanors and preliminary felony proceedings. Circuit Court handles felonies and appeals. Search both levels if the case path is not clear. A bond order, dismissal, sentencing order, commitment, or later order can supply the legal reason for a custody change.

The West Virginia court-record access hub routes users to available court systems. The Magistrate Record Search accepts a first name, last name, or case number, but it provides index data rather than all document images. The clerk supplies copies. Match the case number, filing date, identity data, charge, disposition, and order to the WVDCR record. A signed order still does not prove the exact hour North Central carried it out.

Travel After a North Central Release

North Central’s official visitation directions report no local transportation or bus service. They identify the nearest taxis as being in Clarksburg and Parkersburg. That remote setting makes advance travel planning important for a person who is actually returning to the community. It also makes precise confirmation vital before anyone starts a long trip to the facility.

The source does not promise a discharge shuttle, a waiting area, a set release hour, or a ride supplied by the jail. No official daily release time, weekend schedule, gate procedure, or property-pickup policy was found. Call North Central for current instructions and ask where the person should meet an approved ride. Treat any answer as current only for the date it was given.

Release timing may depend on court paperwork, identity checks, processing, and another hold. The facility’s lack of a public schedule means a court event or a VINE change should not be turned into an exact pickup time without direct confirmation.

North Central Release or Transfer

Regional-jail movement often creates the hardest false release signal. If OIS changes the location from North Central to another WVDCR institution, treat it as a transfer. A sentenced felon may move from the regional-jail population into the state prison system. The person remains in custody even though the North Central stay ended. A destination or transfer-agency field can resolve that distinction.

Release to another sovereign also remains custody. An immigration detainer can cause a regional-jail release entry when ICE assumes control. A federal or another county hold can create a similar sequence. Check both custodians and do not use a missing state result as proof that all detention ended. No federal prison or dedicated ICE detention center was verified in Pleasants County.

Note: A release code must be read with its destination because an agency’s release can mark another agency’s intake.

Request North Central Release Records

West Virginia FOIA applies to existing public records, subject to exemptions. Under West Virginia Code §29B-1-3, a request must describe the records with reasonable specificity. The custodian must act as soon as practicable and within the statutory five-day period, excluding weekends and legal holidays, by producing records, naming an inspection time and place, or issuing a written denial. Actual reproduction cost may be charged, but the section bars search, retrieval, and man-hour fees.

A focused North Central request should identify the person and custody interval, then name the existing fields needed to confirm the event:

• booking number, offender number, and admission date and time;
• release date and time plus the release type or reason code;
• releasing authority, court order, or other authorization;
• destination or transfer agency, if those fields exist;
• movement history needed to separate community release from transfer.

Invite WVDCR to redact exempt material and produce the rest. If the agency refers the request to North Central, preserve that referral. When the court supplies an order without an execution time, pair it with the jail’s release transaction. The combination avoids asking one record to answer a question it was not designed to answer.
